The existing hub I was using, a TP-Link 7-Port Powered Hub, didn't disconnect all devices when power was shut off, and some remained connected, this meant power cycling wasn't event when a usb device was misbehaving.
Switched the hub over to the Pegasus Astro USB Control Hub, where each port can be independently controlled.
