Maybe what Sean was referring to is someone from a Singapore Permanent Resident (SPR) household that holds a HDB, in that case is “by right” cannot.

In Sabah, i believe Foreigners can buy any title except Native title. None Native Malaysians also can't buy Native titles. Native here means indegenious people.
