Honestly a good commander and players who are chill can really make the game fun. I had a commander before in rising storm 2 who was a great commander and he got everyone to do as he said by being super funny. Nothing get's a server to do as you say better than making them laugh.
On a real note all these women talking about women sufferage throughout history bla bla bla, men throughout history were commanded by bigots into massive wars the number of men who died in this planet are much greater than women, people tend to forget how many sacrifices men have offered to keep others safe and free.

As of August 2023, Rising Storm servers fill up right about every day around noon CDT (GMT-5). So it's totally possible to find a populated server still.
