It's it's own game. They both are based off of the basic roleplaying system chaosium used for almost all it's games. The basic system is supposed to be more "universal" with stats and abilities you can use as your setting needs or suggests, so they all play very similarly. I'm glad to see rivers get some love because I've been interested in it the most since hearing about their other games, and the basic system. The basic system itself is worth picking up, and I think they either were or are running a contest for settings? Either way, with the new interest in rpg's outside of the Hasbro one, I think they're stealthily trying to lure others into the basic system.

When you read the free pdf it does explain that its not the full rules but in a way a taster much like all the other Chaosium solo adventures and gives a sort of tutorial to the basic rules. Certainly IF you have experienced CoC its covering a LOT of the basic stuff and may seem lacking. I quite liked it as its kind of humorous
