Watch as the SAICT enforce the rules of the road, with an emphasis on organizing public transport. The Special Action and Intelligence Committee for Transportation operates under the DOTr, with enforcers deputized by the LTO.
8:13 There are so many MMDA enforcers there everyday including pasay police, and they can't stop people from loading and unloading in that part. But when Gadget Addict and the "crew" comes, all of a sudden no one is loading and unloading. It means the MMDA enforcers assigned in that location are not doing their job, instead ticketing color coding vehicles, cause its fewer, and easier. They know they won't get much out of ticketing jeeps and motorcyles
That's the problem.. operation teams can't be everywhere at once. Yes things will improve while they're there, and with enough tickets issued, they can make a lasting difference But ultimately, for the biggest impact, it comes down to whether fixed-post enforcers in an area will be as equally strict and diligent in their enforcement - as well as whatever orders they're given from above. The irony is, those who work the hardest, are often the ones who get bashed the most. While those who do nothing, continue to fly under the radar 🤷
Yes, it is sad that the officers deployed in the area are not doing their job. But the real problem here is not the enforcers, but the people violating the law.
Yes, you can tow the ebike if they have violations. Just issue a ticket and ask for person's name who's going to pick it up. That's the only way they can do for now, and if that person decided to get a license, it will already appear they have violation already. Just only my suggestion.
E trike drivers should at the very least be required to have a valid ID on them. Its weird that LTO doesn't require them to have drivers license when its a motorized vehicle. I see children on the daily driving 4 wheel electric vehicles swerving in and out of lanes.
Certain e trikes already require license. Not all motorized vehicles require licensure. The e-trikes that require license exceed a certain amount of speed and weight (typically exceeding 30 kmh for heavier etrikes, or 60kmh for lighter etrikes), making them akin to motorcycles. The ones that do not require licenses are below a certain amount of speed and weight (below 30kmh) making them more like electrically assisted bicycles. It's a good alternative to using cars and motorcycles and in my opinion should be incentivized instead of vilified.
@@mickeyatbp That's exactly right, it's a matter of education or training.
@@GadgetAddictThey actually are held to higher standards under certain circumstances. Example: DUI. Non-pro: fine + licence confiscation for 1year(?). Pro: fine + revocation of licence + perpetual disqualification from getting any kind of driver’s licence.
In my mind it's simple, if you use a powered vehicle so anything other than a pushbike you should have a licence, registration, insurance and pay road tax with no exceptions. Also, those of us that live in Manila have to occasionally suffer rolling brown outs in the summer due to lack of energy resource's and 100,000's mini Tesla's (my name for these stupid little electric trikes) will only make it worse being plugged in every night.
Hi GA, tell SAICT to try operating the stretch of Baesa road, from Mindanao Ave. up to A.Bonifacio Ave. at noon. There, you will find all sorts of traffic violations. From Jeeps counterflowing, e-bikes and tricycles conveying passengers on a busy national road. All sorts of violations on which the local LGU traffic enforcement are just looking at like there are no violations happening.
E-trikes should not be allowed sa main highways. Pwede within barangay roads, subdivisions, villages. As road user meron akong license & comprehensive insurance.
@@caelestigladii they're powered by an electric motor, di po pwed iparehas sa bicycles. Kawawa nmn if masagi ng buses trucks.
@@man-tt8yq yes they are. And hence they regularly travel faster than man-powered vehicles thus causing less traffic. Edit: the minors driving can easily be solved by requiring a licence.
Yeah but only SAICT can operate checkpoints like that since they are also deputized by LTO. I also saw their team in some part of highways in Cavite for their probably surprise inspection.
4:53 Those are Coast Guardsmen assisting the enforcers. It's nice to note that they are wearing sidearms ( " Persuaders "). That way they are taken more seriously by traffic violators.
G.A. kindly advise the MMDA to check the inappropriate use of the road by jeepneys and buses in the Quezon Ave. particularly after Banawe in the underpass and service road. Thank you
There seems to be less enforcers monitoring the edsa bus lanes. Been seeing more cars driving on them vs before. In fact, some barriers have been removed completely (EDSA makati southbound just across from ecology)
Yes that's true, the bus lane has got much worse again. And like you say, MMDA apparently chose to remove some barriers. Hopefully they can get it under control before it gets out of hand and we're back to square one.
When you show those without helmets, shoes, no license, etc., can we assume they are towed? Would be nice to know the end result of these people who are caught.
because bad driving habita were not being enforced for a long time including in smaller cities outside manila, the habits have become accepted and normal for many Filipinos so enforcing has become harder to do bevause drivers arent afraid to be aggressive and defensive not thinking they havent done anything wrong. i find drivers in philippines would be fined almost everyday driving with the same mindset by driving in the states similarly
It is not about how modern the PUV are. The problem is the absence of discipline among the drivers and commuters. The jeepneys were modernized but the the drivers are still the same.
Simple problem! All public transportation must be operated and owned by the government like other neighboring countries. All drivers only with salaries and benefits/ with gps and designated stop and go bus stops. That is why all their drivers are disciplined , our traditional jeep will not help because still being owned privately it would yearly get worst from generation to generation...
It is not exclusive to filipinos, try again. Murders/killings/violence happens all over the world just because someone was shamed or embarassed. Are you a self-hating filipino? or an expat in the philippines with no observation skill?
I really hate that registration plates are not “required” to travel. I know LTO lack/have a shortage of proper plates but vehicles, SPECIFICALLY motorcycles, should have readable identification marks. I specifically called out motorcycles because 99% of motorcycles I see don’t have proper plates. Even if they do, it’s untraceable. Before you motorcycle drivers react, I’ll point out that 99% of 4wheeled vehicles I see have proper, readable identification plates. Even if they don’t have the official plates, they have conduction stickers/plates. It’s easy to identify them.
I've lost count of the number of times they've apprehended a motorcycle without a plate, or with a "for registration" plate, and then when the rider opened his compartment, the actual proper LTO plate is inside. The initial violation for flagging them down is not related to the plate, it's usually something like riding without a helmet. I agree that LTO has made a big mess of plates over the years. But at the very least, a temporary plate should be attached - with the correct details on it. And that is actually required by law.
any vehicle traversing a public road must have a licence and registration except on electric kick scooters, bikes and ebikes but they should always carry 1 valid ID
If they enforced the laws in Bacolod City it would be so much nicer. So many unlicensed and unregistered trykes, jeepneys, ecarts. They are a nightmare.
tried to ride on of those COMET vehicles in Alabang, i got turned away because the driver say i cant pay using cash and they require using their app at that time, idk if they changed. Now every time i see those vehicles no one is riding them. 🤡🤡🤡
Here in BanayBanay outside of Davao, there is no enforcement at all. No license, registration, helmets and street racing, no exhaust ,are all allowed on National highway 74. 6 people riding on one small motorcycle, and no light during the evening. No speed limits here…. Unbelievable why none of this is not enforced Only if the president knew what was allowed in his City
Unfortunately that's how it goes in a lot of areas. And I guess that's why you see so many road fatalities, and injuries in general. It's a very difficult job, to bring order to the chaos. Sometimes people just don't want to put in the effort, or simply don't believe there's a big enough benefit to enforcing the law. And I guess sometimes it's a matter of manpower. Ultimately each driver or rider should be responsible and do the right thing, whether there's an enforcer or not. But if people never see any kind of enforcement, eventually a lot of them will give up on the rules.
That's typical in many places in the Philippines. As long as there's no actual accident, policemen ignore all these violations. Their attitude seems to be: " Just call us to make an accident report ".
can't the LGUs pass a city ordinance regarding proper e-trike usage? they can give ticket to the driver similar to what they were giving out to people caught outside during the lockdown. impound the e-trikes. make people watch a road safety seminar video and give them a test at the end similar to what they do to the license renewal today. after passing that, they have to show the result to the LGU and then pay the fine before they can claim their ebike. repeat offense will require community service with higher fines or they will have to wait a certain amount of time before the ebike will be eligible for release.
Unfortunately many commuters got used to drivers being willing to just pick them up and drop them off anywhere they want. And now they consider that as a normal practice. It can be hard to adjust, but it's possible. Just like in the EDSA busway, with the strict and specific bus stops.
3:35 those two vehicles are obstructing the side walk look where the people are walking, it seems increase of penalty is not enough for this motorists.
We need more police everywhere not a dummy enforcers, there are many college criminology graduates why dont govt. Hire them since they earn in in violation fee
I'm not sure why you call them dummies. What's wrong with them doing their job? Anyway, I think there's around 200,000 - 240,000 PNP personnel, is that right? So for sure, if they have spare manpower, they could put more officers on the road, I guess under HPG.
@@GadgetAddict you said before there are many hard headed violators the solution deploy police not dummy enforcer beside they cannot do anything if criminal violators, higher rank in govt. will dictate them beside we are not there when it happens we need a strict policies no one is exempted.
Why does the Philippines government allow Lipa City Batangas, Batangas City to have so many moto riders not wearing helmets, Not wearing shoes, 3 riders, modified mufflers that are very loud and obnoxious too many undiscipline people. I mean What the hell is wrong with the Philippines. Our Van driver almost hit a 14 year old girl who just shot out of a side street. She told us she was 14 and first time on a motorcycle.
MAYBE THE DRIVER HAVE HIS PRIVATE 'DEPARTMENT OF TRANSPORTATION' CAN YOU? SA 'PINAS' EVERYTHING IS POSSIBLE. MAKE YOUR 'CAR REGISTRATION', 'RULES ARE THEIR RULES' HE HE HE
To minimize the number of violators. MAKE THE COST OF THE FINE VERY PAINFUL. These 500, 1000, 2000 Pesos is not going to work. MAKE IT 5000 first offense, 10,000 2nd offense, impounded for 6 months for 3rd offense etc and you are going to filter the vast majority of these violators..
There's a lot of vans that move people great distances every day for completely free 😅 Joking aside, I'm not saying that van is colorum, but obviously every colorum driver does claim to be transporting people for free, and they typically tell their passengers to lie to enforcers.
@@GadgetAddict they shouldn't bother with point to point services and concentrate more with other matters. This is just like van pools or car pools in the US where people instead of driving to and from work individually get into van/car pools and just pay whatever they agree to.
@@rap3208carpool is well and good but I won’t ever do it again. LTO said I accepted payment, therefore I am colorum(ambag ambag pang diesel). Using toyota forfuner.
i think its better and safer if the motor driver should wear a body straps at the back so that any back rider can have something to grab or hold on tight not to the Tshirt or shoulder or waist, driver need to wear body straps
Free e-trikes usage is doomed because of the Filipino's tendency to go wild with a loophole, to which e-trikes aren't required registration and driver licensing. By not undergoing any formal training, e-trikes inevitably will break traffic laws.
Why operating an e-trike doesn't need a license? and they don't need to be registered? they use it as a public transportation and I bet the authorities knew about this .. who's bright idea was that? .. those who counter flow should be impounded automatic
