Great camera, Eric Snodgrass, congratulations for posting what you witnessed. There are similar incidents of roads washing out in Colombia, Sibundoy Valley, Putumayo. But those washing outs were caused by abused of extraction of gravel material for a new road construction.

This looks like somewhere in GA. One year we had a creek wash out a portion of a road down a hill just like this. Silver Run Creek in McDuffie County, GA or Columbia County, GA. Looks just like it!
