I get the impression that Robocop 2, like many sequels in popular genre franchises, had a lot of studio/producer meddling. And that usually comes with a lot of re-edits and cut scenes. I bet the ultimate fate of these characters was scripted and filmed, but ended up on the cutting room floor.
For some reason i always tought Catzo was Jack Napier in the Robocop Universe, As a kid i thought he fell in some acid bath kinda like Emil did in the first one (probably because i played the arcade gamne way too much) and... i guess you know where this is going XD
I don't care what medium it is - movies, video games, books, whatever - there's no trope I love more than a Rockabilly gangster/hitman/goon. Catzo from Robocop 2 and Harry Heck from the Tom Jane Punisher movie are my two favorites examples of this.

I love that book ending, it really gave a Ritzo and the other guy a good send off and I kind of missed them after the Nuke Plant raid. The only gripe I have is that the one cop was mentioned as using a revolver, no where in the OG trilogy do you see anyone carrying a revolver!
You read my mind, I actually wondered what happened to those two cause during Cain's first appearance as Robocop 2, it seemed both of them disappeared. I was thinking at least one of them faced off with Lewis
"To me, 4k and Blu Ray looks the same." You might need new glasses. With anything shot on film, 4k is a huge upgrade. Finer grain. Better color. More detail.
My headache with Robocop 2 , is the Robocop dismantling scenes with sledgehammers and drills - uncomfortable to watch and adds nothing to the story. (Entertainment value ?) And the young boy drug dealer unsettling. The idea of a Robocop 2 program to replace the original is fascinating enough But with the aforementioned dismantling scenes hard to get over. I also lost track of disappearing characters. And haven't watched the film since.
There was a seven issue comic series based on Frank Miller's original script, but it's radically different from the movie and I'm not sure either character appears. Might be worth a look, though.
