This was done by people who worked on The Simpsons, particularly David Silverman one of the head writers, producers, and animators, he tended to animate some of the craziest sequences like Homer's heart attack and his hallucinations after eating the insanity peppers.

Not too sure about the figures, but the vehicle on the left is the G.I.JOE Pulverizer, released in 1989. It's been given a new paint scheme here and what looks like OPC stickers. The vehicle on the right however is the Robo-Jailer from Kenner's Robocop and the Ultra Police line, released in 1988. Like the Pulverizer, it's been given a new paint job and stickers here. I doubt Hasbro and Kenner made these for the movie. It's most likely the prop guys working on the movie were able to a Robo-Jailer, Pulverizer and some action figures on the cheap as they had been discontinued by the time the movie was in production and just painted them up themselves.
The voice at the end? Martin Sheen. How is it possible I can find no information or credit for this? Easily the biggest name in the entire film and no one has even realized it for 30 years?
There's a difference in quality between the American and Japanese versions of the toys. You can tell them apart because the American versions use lower quality materials and have less articulation.
When I wrote one of my Spider-Man story for my marvel universe I did a parody/referenced the Johnny Rehab commercial by having the green goblin and the goblin nation make a fake toy commercial and instead of Johnny Rehab would have One of the goblin knight and the toys being sold with bombs in theme
