They should just expand the 6 nations into the 12 nations. Take the teams from the Six Nations B division. These teams won't ever go full pro if you keep them down there with no big teams to play which will attract fams.

Romania, Georgia, Russia and Japan should play a Eurasia Rugby Championship. Six Nations doesn't need expanding.

Romania need to learn how to score back tries.Most of there tries tend to be rolling mauls close to the line,forward tries.They will never threaten the top tier nations that way.
