Rose Avenue in Venice Conducts Regular Homeless Encampment Cleanups

Venice, Los Angeles - February 29, 2024: A collaborative effort between the City of Los Angeles Department of Public Works and Action Cleanup Environmental Services (contracted by Clean Harbors Environmental Inc.) is currently in progress on Rose Avenue, stretching from 7th Street to Lincoln Avenue, aiming to address the situation of homeless encampments. This initiative reflects the city's ongoing commitment to managing homelessness and upholding public cleanliness and health standards.
Workers, clad in white hazardous materials suits, are carrying out the cleanup operation in strict adherence to safety protocols.
Notices were distributed 48 hours before the cleanup, notifying the community of the upcoming operation and requesting the removal of personal items from the targeted areas. These notices also stated that items left behind would be collected by city personnel.
Los Angeles Sanitation provided homeless individuals with a 15-minute window to relocate their belongings prior to starting the cleanup. Law enforcement officers assisted in moving individuals from the affected areas, while sanitation workers took charge of removing unclaimed possessions.
The operation marks a coordinated effort between the Department of Public Works and Clean Harbors Environmental Inc., with team members wearing yellow and orange vests, focusing on separating hazardous from non-hazardous waste to ensure a thorough cleanup.
The Los Angeles Homeless Services Authority (LAHSA) has been instrumental in offering outreach services to the homeless during this time.
The collaboration among various city departments, facilitated by Councilwoman Traci Park's Housing Liaison Coordinator and the active involvement of the homeless encampment task force, has significantly contributed to the operation's success.
The Los Angeles Police Department has prioritized the safety and well-being of everyone involved, especially the homeless community, adhering to cleanliness, hygiene, and safety standards.
Despite the implementation of camping ordinances to regulate public area activities, no citations were issued during the cleanup. This action is part of Los Angeles' comprehensive strategy to tackle homelessness, focusing on both immediate measures and long-term solutions to address the root causes and provide necessary support to those in need.

Homeless is one thing but to clutter up your area is a sign of mental illness. I live in the mountains where my neighbors are filthy and clutter everything instead of throw things in trash cans. But they are clinically mentally ill.

They clean up and evict the homeless and if they don't fence off that part of the sidewalk they return just hours later. It's an ongoing cycle. I live in Venice and was homeless myself 15 years ago.

Most of the current homeless don't want a job or any kind of "normal" lifestyle. They are angry, selfish, self seeking, lazy people that like to get high and blame everyone and everything for their misery. Believe me, I know firsthand.

@user-ky3pc2zd7e exactly. I'm not kidding when I say fences either, here in Venice we whole blocks that has literall chainlink fence to keep people off. A lot of people think the homeless are just down on their luck, which in some cases is true, but for the most part they are angry, selfish, self seeking, lazy people that just want to get high and steal shit. I know this because I know some of them personally. They have no desire to live a "normal" life as a normal life requires one to have a job, that's not part of their program. They blame everyone and everything for their "misery" and the people who do pay taxes pay for their lifestyle. It's crazy. I could get any one of these people into a treatment center TODAY where they would be fed 3 full meals a day, have a nice warm bed to sleep in but, those treatment centers also require you follow a few simple rules. How dare they!!??? Demand I get up at 8am and make my bed and takea shower!!?? If I did it, anyone who truly wants to can do it, plain and simple, end of story.

Camping ordinance passed in San Diego last year. The ban would make it illegal to set up encampments near schools, open spaces, transit stops and sidewalks if shelter beds are available. Santa Monica should pass a similar ordinance.

In these clean-up videos, I see a lot of people complaining about the city/state not providing them with housing. Many appear to be able-bodied. I know rough times can happen to anyone. But what are they doing to get out of the situation they are in? At some point, you need to take responsibility for your life and not wait for someone else to solve your problems.

Who would want to hire someone that hasn’t bathed, eaten proper foods, or rested. Care first from professional health care programs, then, put them to work. It doesn’t take long to get to that point

Those who refuse the said offered services and goods they go to County Jail .

Those young able bodes who refuse help, and jobs will regret their life choices when they get old. They will regret their wasted life sleeping on the sidewalk fighting with cops and taxpayers. There will be no SS for these people, because they will not even come close to qualifying. What a waste of some of these young peoples lives. Many people fall on hard times, get a little to lazy, only those who can motivate themselves can have a better life. The first step is to stop blaming everyone for all your problems, stop being the victim, and start being responsible for your life.

Close off the street put some kind of metal containers there to block the street. It’s ridiculous to have to come back to the same place week after week. I’m surprised that Whole Foods and CVS are still open. They have so much stuff because they steal it the backpack the girl is wearing is around 80.00. It’s not the officers fault it’s the city council who needs to do something.

I wonder if the city cleaning department had been showing up at regular peoples homes and started clearing out their personal belongings how long it would take before they would be moving out to let somebody better needing that space take it over...

If you're going to live the "nomad" life pack light dude, clean up after yourselves. Nice big Back pack, inside of Backpack small pop up one person tent small metal bowl and spoon comb Toothbrush mouthwash wipes and a sleeping bag. This here is slovenly. Make it make sense. Omg and those TREK bikes can run up to 12k....This is a freaking nightmare.

The justice system is soooo broken....if a cop sees me tossing a soda can on the ground...I'd probably get a $1000 littering ticket, but when the homeless litters the entire street with their trash, the cops cleans up the trash and does not give them a ticket!!! WTF is going on???

The system has learn how to monetize the homeless situation; as long as this scenario is recurrent, all the departments and workers in this ecosystem stand to benefit tremendously. There’s no real incentive to find a solution because it goes against their interest. Pretty soon you will see these workers, agencies and departments demanding bigger budgets, higher wages, more benefits, better equipment, etc. The truth is, unchecked capitalism can be a motherf**cker.

the same procedure every week. It's unbelievable how much garbage the homeless collect in a week. When it's clean again and the cleaning crew has left, the homeless people come back and the game starts again.

The city should narrow up the sidewalk, plant thorn bushes, & bushes that attract bees! Paint the entire curb, as no parking! Hand the shovel to them, & tell them you have 10 minutes. Load them in the back of the truck, onward to the next street, make them clean across the street, or clean up else where, like all the way along. Then make them walk back. Once it has been posted, that should be the final call. Ban all tent/tarp sales, ban the pay per hr bikes & scooters. All bikes must have a registered vin & permit, even rentals. Otherwise, the stolen bike problem will continue.

They need to fence that area off as well. People are trying to shop, and who would be brave enough to rent one of those bikes. The Homeless here just collect junk, steel electric from the street lights, and use the gutter as their personal bathroom. The city cleans it and they are right back as soon as the caution tape is removed. While there are various programs for the homeless to take advantage of, a lot of them choose to do this. Again not all of them, but a good portion of them.

It's amazing how homeless people can get an attitude bc they're camping on state land. Travel lightly a small tent, duffle bag of clothes & toiletries, pillow & a couple of blankets & 1 heavy quilt or heavy blanket to sleep on. A small thermos. plastic bowl & spoon. Travel lightly so you can move quickly. All those empty buildings should be made into homeless shelters to get people off the street.

Hello I have a few questions why do the homeless people have so much junk, they don't have a place to put all the things that they collect 😢, why don't the city council, government just build a lot of tiny houses 🤔 and let them live in them, and why does it take so long for them to build affordable homes but they are continually building up expensive homes and apartments so easy 😮just asking 😊

What a waste of money and resources. After one cleaning the people who come back should be sent to a camp to learn how to care for themselves and get work. This street has several police and cleanup people every week and at what cost? With apparently no results as each Friday its a complete mess again. This problem needs solving..

I still don’t get it. Can they not patrol this area, or at least drive by on the way to the donut shop so it doesn’t get like this. It doesn’t get like this over night. Just drive by a few times and say “no you can’t set up here”. Is it that hard to do.

They are short police as it is. They can chase them away, and they go somewhere else and set up. This California,you can use illegal drugs in public, shoplift up to $900 and it's only a misdemeanor. The only reason the police can make them move is so it can be cleaned.

It's not a crime to sleep on the street if they don't have enough shelter beds. But they also can not be forced to stay in a shelter. So, in other words, the police can't stop them. They can only kick them out to clean.

@@jimo2665 Yes they can stop them. And they do stop them everywhere else. We have a law in California that forces people who can't take care of themselves to accept aid. Also we have laws about blocking sidewalks with trash. Laws against camping on sidewalks. etc. Homeless get help and are better off when these laws are enforced.

Why are they ALL labeled as homeless. There are groups of persons with specific problems. Mental Health should house those that need mental health help, addicted persons need help with rehab, etc. house them please. Those caught up in a cycle need specific help by health professionals.

They are doing this incorrectly and not strategically: these cleanups should be done as soon as anyone calls and reports someone has set up a tent. These should not be done in one street every so often but should be targeted a a certain tent or camp every day and every hour. Otherwise the tents just get set up again afterwards. It should happen every day, all day long based on calls and reports of someone living on the street.

there is this one older Black man who obviously has a physical disability so i am sure he has been offered housing but he is a hoarder and has about 4 carts full of stuff. dont know how he gets around with all that stuff bcus he is unable to walk normally. see him every week barely able to move his stuff. sad to see.

one of them- an elderly Black man who walk with a very bad limp, looks like it hurts him to walk, seems to hoard trash...like 4 carts overstuffed. sad to see. moves it every week and the other hoarders help him. i am sure he has been offered section 8 bcus of his obvious disability but probably unable to keep it clean.

Keep sweeping. Many just want to do drugs. I was pushed into oncoming traffic by a homeless drug addict. Had plenty of people whose house was presented with their human wastes and had to witness lewd activities on front of kids.

@@rejeannagwynn5665 I used to live in a college town and when the students left there would be lots of bikes set out by the curb for trash or people to take. Who knows on these bikes , but amazingly bikes don't seem to have a high value because you often see them for very cheap at garage sales or thrift stores. And if someone doesn't do their own repairs then it is costly to have a bike shop fix them. Plus these days bike parts like tires and tubes cost much more so that is why you see all those bikes stripped of those to fix other bikes. Ideally all unwanted bikes would find their way to some kind of bike salvage yard where people could get parts for little and the rest would be recycled for metal scrap.

The clean up workers sure don’t seem like they’re in any hurry but I don’t blame them!! A thankless job but they are earning a paycheck though unsure if it’s a living wage!! All so very sad!!🥵😢

Wow! It was still like this as late as this past February? Where do these people come from? Why are they so disorganized? Why are they allowed to trash segments of the city/town? How does a city allow its taxpaying residents to accept/put-up-with such unhealthy chaos from transients. There are whole parts of this sociological dynamic that flies too far above my limited intellect to easily comprehend. Nonetheless, God Bless!

We can see in the video drug needles. The "owner" of the tents with drug needles should be arrested on the spot. This whole thing is insanity...instead of solving the problem, all they are doing is shuffling the homeless to another location. I guess this is compassion for those with a liberal mind. So glad I don't live in Santa Monica and deal with this madness. Welcome to the Los Angeles Homeless Industrial Complex! Think of all the money spent related to the 8 million migrants who have come into the country. This money would have been better served for fixing our homeless problem.

What a waste of money, you have several city workers cleaning up or standing around when a five-minute notice should be given then take a skid steer and load it all in the truck. A few needles or bottles for piss will be ok if you take it to the landfill and cover it right away. Then we have the group of LAPD playing on their phones. What a waste, make the homeless clean up their own mess or put them in jail for littering and camping on the sidewalk.
