How long should rosemary cuttings be?
Short or long. The shorter ones give you more bang for your buck (or more cuttings per sprig of rosemary). 5cm+ or 2-3 inches is sufficient.
Are rosemary cuttings better in water or soil (potting mix)?
Cuttings placed in water germinate quickly and efficiently with little care. The only down side is that you may lose a few when transplanting them out into pots. Those started in potting mix or soil may undergo water stress and need to be either covered or in a controlled environment- See video for a simple solution.
Both methods are successful, in my opinion water is much easier to do if you don't have resources to control their climate.
