New rarity tier above legendary. Primal items usually have a special on hit effect, sometimes they even grant a permanent buff on equip. All of them drop from the new necropolis dungeon.

he aint p4, p4's can't do /give to primal items except hc and omni. Well i dont know if he farmed alot of necropolis on his p4 so im guessing he's not
