Easy answer is no. Generally speaking, any kind of rotor protection is either sprayed or soaked on, either by itself or w/ some kinda of extra bonding technology/technique. . If let say you are reusing rotors that are still under manufacture specification thickness. The rotor surface should be turned, so there isn't any rust on the surface itself. The other areas are hub, and the edges of the rotor. The area that will really effect runout is the hub area. You need to clean out the rust that are on the hub of your rotor. Reusing rotors that are not turned, or have extreme lateral runout is probably the top reason for brake noise after a brake pad change. If you try to remove that rust most likely you will take off whatever material that was original on there (which at this point have been degraded), and get through to the iron. In that case, you will most likely get new rotors on the next pad change, so its better to have a little bit of rust than runout rotors.
