The guy holding his arms out was just saying hey...because he saw the cameras and prob tom in the car...a lot of jamaicans like to be noticed especially in unusual circumstances..he wa sactually smiling when he did so that means hes just trying to be seen...if he held his arm out with a serious or angry face then he would be sayinv whats up with the cameras 😂
