Whis was only able to rewind time to save Earth cause one Beerus gave the order as GoD to preserve a viable world from destruction & two it was to help Whis' student Goku who is a GoD candidate protect his homeworld! Whis was just doing his job as an attendant to a GoD! Vados could also destroy planets under Champa's order & wasn't eradicated as again an Angel's job is to act as both mentor and attendant to their GoD!
So there's the loophole if beerus gave whis the order to fight an opponent on behalf of goku and vegeta he wouldn't get erased because it's his job as his attendant to obey him! 💯😁😉👍🏻

Beerus is a god of destruction. Getting involved with mortals is kinda his job. God of destruction is the one godly role that pretty much has to interact with mortals to do their job at all.

I'm sure it's more so meant for them as a rule to train others, like Whis is Beerus' trainer, he's training Goku and Vegeta, not as personal training for themselves. While entertaining to test the Grand Priest's limits with loopholes, I'm sure he'd also not be so lenient. Even against Broly he didn't engage in combat, despite him being a universe ending threat, most likely because he saw potential in him like Goku, but also probably to not risk the rules. He just dodged, didn't land a single blow, then Gogeta comes in, the exchange blows and break time space briefly, so Broly is 100% a universal threat.

would be too soon imo. It would have to have a bigger build up, one that could potentially tie into a revival of the 6 lost universes by android 17's wish. Doubt either of these things will happen soon though as we're seeing more focus on the Z fighters and Frieza currently

If an Angel sided with Evil, (for whatever reason) then all universes would be destroyed before the Grand Priest and Zeno could stop them, just look at the "Zero mortals" plan, complete and utter erasure is definitely necessary.
Well I’m glad that the grand priest and Zeno took mercy on that Angel. Even tho he was erased as an angel he was made a mortal. So it’s not all bad because he was given a chance to live a good mortal life. And who knows he may end up being the next master Roshi to Goku Jr depending on the ending they choose to go with. I want a hybrid type ending Goku gets in trouble with the dragons he learns a lesson gets taken to their realm for whatever reason. And then I’d love to see Goku get his own massive huge planet where he becomes the next other world fighter the master of martial arts. And he pushes and trains everyone who’s died along side Roshi grandpa Gohan Vegeta piccolo. I can see Roshi learning the elder Kai’s potential unlock ceremony and oh creating a whole new form of fusion unique only to earth.
It may seem like "too much" from our human viewpoints. But given the powers of an angel can potentially upset the natural balance of their universe and interfere with the growth of its mortal population, the punishment for breaking Angel Law (and doing so outside of the orders of their lords - the GoDs, SKs, GP, and OKs) does feel like a failsafe to prevent exactly that from happening.
In regards to rule 3: an Angel can use combat against their G.O.D if they fall out of line and rampage needlessly (As seen when Whis knocked out Beerus after he ate Wasabi and lost control of himself
I think Whis would have played with Broly instead of just defeating him regardless of the rule that he isn't allowed to fight mortals. Probably the most fun he had in a good while.
It makes me curious. He threatened Piccolo in both the movie and anime when he grabbed his arm. "You will kindly remove your hand.... I said remove it" So.... Vegeta intervened sensing something bad was about to happen.... But would this have been rule breaking or are they somewhat allowed to defend themselves?
Nah, beerus was more afraid of what the saiyans could become. The legend of the super saiyan, and of the god saiyan. But he never experienced either 1. Because they seemed to have been 1 & done. Before goku, & the z fighters. Also beerus is constantly sleeping. Which is why when they were entering the tournament of ppwer they were having a difficult time finding fighters who are strong enough. Because beerus isn't making his universe potential build.
Those rules make things boring. In real life according to the Bible, things are much more interesting because Angels can pick sides. Angels loyal to Jesus are angels. Angels against Jesus are called demons. They can engage in combat if Jesus allows it and have done so. Angels can use their full power if Jesus allows it. And Angels are beautiful and yet can be terrifying too depending on circumstances. Neutrality is not allowed. Jesus hates lukewarm people. Jesus prefers people to be decisive. Take a stand. Makes things interesting. Those rules make things boring. Also, Angels are allowed to ask for assistance according to the Bible because God has no problem being asked questions. He wants people to talk to him.
2nd one is rewind the ones which are accidentally destroyed by the destroyers and rewinding earth was an order from beerus while also saving them coz of 2 of reasons, 1 earths food and 2 earth is one of the planets in universe 7 that has the strongest fighters. Why I'm sure of this coz of the universe 6 saga, they fought over good food and earth has the best of all in the universe and also potential successors for next destroyer aka Vegeta
I would argue there is another rule, idk what number; but Whis and Vados shows this quite a bit. Actually it is more like their job, but to help temper or keep the Destroyers in check to some degree. The way Whis talks about Beerus, it is as if Whis could wipe Beerus out of existence if he ever needed to. But both Whis and Vados seem to constantly work to temper and keep the Destroyers in check.

He was dodging, didn't land a hit, and Broly targeted him, even then... during his battle with Gogeta Broly broke time space briefly, so he is 100% a universal threat if Whis decided to raise his hand. If anything it's applaudable he didn't, probably seeing the potential in Broly just like Goku. If it were Beerus, just like Vegeta tried, no hesitation, Broly would've been kiilled.
