This is the Question Bed from Russian Roulette on Game Show Network. This GSN game show was hosted by Mark L. Walberg and announced by Burton Richardson.
In the show's main game, this music is played when a multiple-choice question is being asked by Walberg (with three possible answers in Round 1 and four possible answers in Rounds 2 and 3), and the contestant in control challenges an opponent to answer.
In Round 3, the contestant in control had the option to either answer the given question or challenge his/her opponent; if the challenger decides to keep the question, he or she will try to answer it but risk all his/her winnings.
If the challenged contestant answers the question correct, he or she wins the question value of the round ($150 in Round 1 & $200 in Round 2; in Round 3, the questions were worth $300 in Season 1 & $250 in Season 2). If the contestant gives an incorrect answer, he or she must give up all winnings to the challenger and must play Russian Roulette with the number of Drop Zones shown on the stage. If the contestant survives, the game resumes. In any case, the challenged contestant will take control and challenge another opponent after a new question is read by the host.
Play continues until one player is eliminated in each round.
If the challenged contestant drops after playing Russian Roulette, the round is over.
If time runs out, the round ends, and whoever has the most money at the end of the round is immune from dropping while the other players are vulnerable and one of them will be randomly selected to drop out of the show. The leading contestant (or, in case of a tie for first place, the host), pulls the handle and determines which player will be eliminated from the game.
If time runs out in Round 3, the player in the lead takes all money away from the trailing player and advances to the Final Round of the game.

As far as I remember, players would oftentimes try to challenge the player who is least likely to answer the Question correctly in order to force him or her to play Russian Roulette.

The player in the lead is always the challenger but in the event of a tie, a challenger is randomly selected during the break.
