Is PPE at the bottom of the hierarchy due to the fact that we are still exposing ourselves to the hazard, rather than say, eliminating it (top). For example, a broken glass shattered on the floor, I think that Elimination of the hazard would be key, then isolation of the area, using some plan or protocol for removal, and as a final (necessary part of this) using some barrier to physically remove glass (if your broom, vacuum fails to get anything off the ground)?
