I can't necessarily help you phonetically since I am not a native English speaker (I'm from Belgium) and I'm sure I will make a mistake for English speakers on this, but I will at least try to explain. The first o in Tohko is basically extended, but it's not an ou sound, just a longer o like in "over" (without he w sound at the end). The second o is just a bit shorter. I don't think English has a longer sounding o like that so it's difficult to explain. In Japanese a longer o is typically written as "ou" but in transcription it's usually written as oh or ō or o-. You can use Googles translation service and set it to Japanese though and if you put Tohko and click on the speaker button it's pretty close to how Japanese people would say it. This actually works pretty well for a lot of Japanese names or how Japanese would say English words. But you have to make sure to set it to Japanese after pasting the word, because it will set it to English automatically.
