Combat IQ is also part of it, but having high combat IQ doesn't necessarily mean having high battle IQ. I think Gojo will take battle IQ, but Saitama has it on a decent level as well. During his fight with worthy opponents, he shows the ability to adapt and improvise, using the environment and tactics. However, in most cases, one simple punch is enough, which is why people think Saitama is a low-skill fighter, but this is wrong.
To people saying saitama cant get past gojos infinity would be saying hes one of the strongest anime characters ever, and using that logic the op verse solos all anime because of logias so I'd say saitamas strength breaks infinity
well existance erasure, mental manipulation and the like are a thing, logias don't seem to defend from non physical attacks. Saitama can't punch through infinity, but he is fast enough he can just move through it and then punch Gojo

Even if gojo alr turns on his infinity, we have seen in the manga that while fighting cosmic garou saitama made a patch in the space which if not reduced by blast would have been the universe. Which means he can bypass infinity
