The condition of many of the roads and bridges (including the project Site-Saaka Swamp access) on the national road network has continued to deteriorate on account of age, increasing environmental and traffic loads, and propagated by the inadequate maintenance budget. The crossing along Saaka swamp has heavily dilapidated making it impassable and hence the need for quick intervention.
Saaka swamp is located in the eastern part of Uganda along the border of Kaliro and Pallisa Districts. The Saaka Swamp which is approximately 3.5km long and is located along Kaliro-Pallisa Road between Namwiwa Sub-County (Kaliro District) and Kasodo Sub- County (Pallisa District). The swamp crossing is approximately 28km from Kaliro Town and approximately 10km from Pallisa Town through Kasodo township. The swamp lies downstream of the Tirinyi Swamp on the Nakalama-Tirinyi-Mbale Highway and is crossed by the River Mpologoma that feeds into Lake Kyoga., whose catchment area includes the Mt. Elgon area.
