1.6 is the Lens Aperture, and the 30 (you can tell by the symbol before it denoting diameter) is for the filter/lens accessory size in mm.

charger for this ? just found my late grandmas that's the exact same and there's a tape in it but the thing won't open, im guessing it needs to be on.
