I've got a cheapie watch that's similar to this in so far as it's "ani-digital" and the digital features being SUPER basic. Tell the time with the 24 hour time option being identical to what you referred to in how to display it. A single alarm with hourly chime. Stopwatch. That's it. But with the way they're set up with the analog part being totally separate, they don't (as far as I know) advertise "dual time" when they could totally do it. It'd just be another bullet point they could add on, but TECHNICALLY watches like this DO have that option.
