She works well for a Blocking type guard. Better options are available granted that you have those better options. If not, Savage operates just fine (Heavy investment is part of the game progression, its a lousy excuse since eventually you have to invest in all your favorite operators anyways)

She isn't even really Weak, it's just that AoE Guards in general only really Shine at E-2 with their 3rd Block, and Savage is just the purest AoE guard but also the most consistent.
