Translation in English I have been a student of Islamic Economics and Islamic Finance since 1981. In 1983 I graduated from the International Institute of Islamic Banking and Islamic Economics in the subject, Islamic Banking and Islamic Economics from Turkey and Egypt. I joined Islamic banking as a banker, trainer and teacher and I have been a large Islamic financial group. Since then I have been serving involved in this profession for the last thirty-eight years. What is Riba? What is the relationship between Riba and Interest? What is the difference between interest and profit? I have done a lot of research to find the answers to these questions. I have observed the usefulness of money and the need for human character and things. To reach this conclusion, I met with various scholars and examined the point of view of religion. All I can say at the end, I do not agree with the traditional concept and definition of interest. According to my research, Interest is an act of Riba and is basically a form of Shirk. Riba and Interest are two different concepts. In fact, interest is a form of Riba, while the application of interest and profit is also different. After working as an Islamic and conventional banker for over 27 years, I quit my banking career and started teaching Islamic Economics, finance and Banking at local and international universities and educational institutions. After a careful review of banking and the system adopted by bankers around the world, I studied National Savings Schemes in Pakistan and their profits. Finally, I decided in 2006 to change my savings from banking to one of the National Savings Scheme known as “Bahabood” on the grounds that national savings are more practical on the principle of Islamic law than Islamic or traditional banks. There are good reasons for this. I researched for eleven years and tried to understand and find my result What are National Savings Schemes? National savings schemes are important for those who are unemployed, orphans, widows, pensioners, the disabled and senior citizens or who have no means of earning. The government pays pensions, provident funds and graduation funds to its employees. These perks and after service benefits are not offered by private employers to their employees. National Savings is a source of regular income for such private-sector employees through savings schemes. Unfortunately, National Savings and its operators themselves do not know how pure their savings schemes are and how they are offering the public a transparent, lucrative savings scheme. My findings are if National Savings makes some minor changes to its savings schemes and services, I am sure they can create a better market for their savings schemes than the banks offer. The organization and its employees are working for people in need who have lost their rights as employees after losing their jobs. Or those who managed to save a little and now have no means of earning. Instead of relying on anyone, they are finding a source of income through their savings. It is commendable that National Savings Management and employees who are still working on the old system deserve a better response. Why do national savings ignore modern systems and efficient services like banking in their system? I have never received the right answer from National Savings and when I ask at the NC counters on different occasions, they never have the right answer. Because people are accustomed to the hundred-year-old way of working in national savings centres. They are acting like robots. Employees do not know the value, status and importance of National Savings in Pakistan's financial market. They are only working on the assumption that national savings are like a post office. Its job is to collect money from the public and deposit these funds in the State Bank of Pakistan. According to my research and observation on the banking system, National Savings Schemes are better than the banking system. How can I say that the profit of national savings is halal? My question is how do Islamic banks declare their profits lawful? Just because they are under the supervision of Muftis and Religious Scholars? With such questions, another fact should not be ignored, if National Savings appoints a Mufti on its board today, will the profits of National Savings be declared halal? No one has the answer. But it is a fact that Halal and Haram are not confirmed by any person, regardless of whether that person has authority over his subject. The correct method is a system and process that can only be used to determine the outcome of a work as if the outcome is Haram or Halal. The National Savings system does not work on a compounding basis of returns on investments. It declares a profit on an actual day and distributes the share of the saver on its due date. This process is different from banking as banks offer benefits and invests fund as a compounding process. In reality and in practice, the profit of National Savings is not calculated on a compound system. Banks' profits are mixed and the bank incorporates the principal investment as well as the earned profit and then invests these funds for the next period which make the profit compounding. The compounding results are Interest which is called Raba Al-Nassiah. Whereas National Savings pays dividends on a due date. If the depositor does not take the profit on the due date, the profit is transferred from principle to a non-income generating account. During this period these funds are kept in a non-income account. Funds are paid whenever the owner asks. By Yousuf Ibnul Hasan
