It's the vacuum base hobby vise from Harbor Freight. Price is about $15-$20. I bought this after my other vise broke, and I can't make up my mind on it. I don't use the vacuum feature, so the thing is wobbly while I pick. It wobbles because the lock isn't centered over the ball joint, and tipping it up to a comfortable picking angle just makes things worse. The triangular base ensures that it's unstable in at least one direction. The soft jaws are made of a slippery rubber, so you really have to crank down hard to immobilize the lock. Also, the screw and rails limit some of your lock positioning ability by eating up a lot of space compared to other vises. I do like that I can easily move and tweak the vise position which wasn't possible with the older clamp vise. I knew the clamp vise would be harder to position when I bought it, but that was with the understanding that I wouldn't have to worry about the thing moving around on me. I guess that's a really long way to say that I like it fine. If $20 is your hard budget, then it's a great choice. I personally wish that I'd bought a Panavise instead of this, but I didn't have the patience. The last vise broke on a day when I really wanted to pick, and I live five minutes from a Harbor Freight. I'm happy enough with it that I have no plans to replace it.
