I have a question, Hempel says that you can't draw an hypothesis from data (aka hypotheses are prior to data), but later (in point three) he maintains that hypothesis and theories are invented in order to account for them (aka data is prior to hypotheses), I see something of a contradiction, where am I mistaken? How does this work, do hypotheses and the collection of relevant data occur simultaneously?
