If you stay afk for 3 or 4 hours in the deposit or withdrawal the server will have to process more and more memory as time passes due to civillian circulation and the game essentially breaks, so in theory if you could hostage everyone in that time period you could do a negotiation that lasts the entirety of the heist. Unfortunately though SWAT will spawn after you plant 2nd thermite regardless of negotiaton.
