There is nothing to confirm the motives of the 715-B instances, not to mention the exact method of creation, their ecology and most importantly if there's any important details in concerns to the 715-A instances. In addition, there was nothing to confirm the exact number of 715-B, as the Foundation probably only had the list of users from it's discovery and all the ones that came afterwards. 715 had literally gone from a relatively minor and slightly cute SCP to one that the Foundation no longer had any clues about and had no idea just how dangerous and extensive the damage was. Imagine thinking that your wall outlet was perfectly fine until someone took a look at it one day and said it was going to catch fire at any moment, and you don't even know when or if you'll just lose an outlet.

Considering the amount of anomalies that infest the foundation without majority of it knowing. and that atleast 90% of its staff is infected with a brainwashing anomaly or replaced in some way then the higher ups who were less likely to have been turned didnt have much choice since they had nothing to go by other than the fact that they killed the wrong anomalies.
