5:20 I think the key is having Valyrian blood, not Targaryen blood exclusively. The Targs weren't the only Dragon-riders, they were just the only ones to survive the fall of Valyria. The Targs and Corly's Velaryon clan are survirors of the fall of Valyria. The sea snakes family were seen as vassals to house Tagaryen, and sharing the power of the dragon's is out to the question to keep them in line so they stay vassal's and under foot. I think the Sea Snake being so driven for glory is in part because he can't simply claim a dragon and be awesome, so he becomes a grand over-achiever instead. tldr - - the Velaryon's could possibly ride dragon's but outside of extreme situations, like a terrible civil war, the Targ's would never let them.
It’s noted in the books the Valeryons, weren’t dragon riders and Corlys has said so himself that his family scrounged a living from the sea in the days of Old Valyria. His blood isn’t enough, Adam and Alyn are too old to be Leanors so I’d suspect their mother is of Targaryen blood, this might well be discovered in the show and become a point of contention. I’d like to think that a solid theory

if it is blood quantum Daenerys wouldn't be a dragon rider. Or if Daenerys is just the result of magical timing we still actually don't know the direct line of descent to Corlys so it is possible he has a higher percentage of Targ blood than we think. Also (tin foil hat) Aegon the Conqueror may never have even had kids so all of the Targs may have less Targ blood than we think
@scaryviolin I've always thought the Aegon had no kids theory is a tinyyy bit convincing, which really would throw the entire claim that dragonrider needs Targ blood into question. I wouldn't put it past the Targs to lie about that to maintain power; it's not like others often had the opportunity. (V tinfoil hat) In that case, it could simply be based on familiarity (like taming wild animals irl), which could be fostered by hatchling-child bonding and family familiarity thereafter where adult dragons are bonded with, then the targs just limit extra-familial interactions with the dragons to maintain the monopoly. Just spitballing, but hopefully dragonseeds will give us some solid material to work with!
