What is the liability for the hotel for not reporting the assault? The hotel should be accountable for turning a blind eye to an obvious assault on their property.
To add on to the person above about the individual and not the hotel. You also have to take into consideration about who's monitoring the cameras. They are recorded 24/7, but that doesn't mean they are actively watched 27/7. If someone was actively seeing it happen at that moment and time then yes, they should of called the police as it was an active assault at face value going on. If someone after the fact sees it and the hotel guest are gone, the best you can do is backup the footage and "maybe" pass the footage to police (There could be a possible issue with sharing footage, I'm not aware of it, but you never know). But even if they gave the police the footage, if no one is pressing charges, the police won't bother with it either. unless it deals with someone who doesn't have the ability to exercise agency for themselves. This is why if someone smacks an adult in front of a police, they can stop it, but if the adult doesn't wish to push for persecution, they can't do anything, but if the same thing happen to a child, the persecution would almost certainly happen regardless of the child's participation or not. And of course there are caveats, I'm speaking in general terms.

This comment right here. The way she dropped and went into the fetal postion, speaks sooooo many volumes to not only what shed endured, but what she had to learn in order to protect herself. Let’s pretend for a moment that she was looking to leave him and wanted to scam out of $300 million so she hired a look alike to stage a very damning abuse video to us4 as leverage. @bigrigJim as a Dr in clinical psychology, it is the most dangerous when attempting to leave, as the video clearly depicts. If you don't have any education on the cycle of domestic violence, it is hard to imagine why someone would stay. The video shows what happens when you try and leave.
@dreebrando I agree. Interpartner DV is tricky. As a Dr and DV survivor, I attempted to leave a few times. My ex was choking me and I was 5 months pregnant. Luckily, my neighbor intervened and got him off me. I left and changed address and everything so he couldn't find me.
