Actually the FAA requirement is 17 for a private pilot license in powered aircraft, which includes planes, seaplanes, and helicopters. At 16, however, you can obtain a student pilot license which allows you to fly solo with an endorsement from an instructor. The requirements for unpowered aircraft (gliders and balloons) are lower, 14 for student certificate and 16 for private pilot license.

The US age requirement for private pilot certificate is actually 16, not 17. You can actually start your training before that age, but you just can't complete the final checkride and certification until you're 16.
