It’s the thermostat, replace it. It’s a valve that opens and closes from the temp of the water. The fans can be on the entire time but without the water flowing, they can’t cool it.
The air goes in from the backing plate on a piston, not the block. Putting it in through the block would be counterproductive by pushing the piston to the back, which will not help the hop.
