There are always plenty of activists defending the criminal class at the council meetings. This was an obvious thing they should have done long ago. I would use AI, face recognition, license plate tracking and recognition, the works, and I wouldn't just put it in hot spots. It would make it incredibly dangerous to travel anywhere in Seattle if you have an outstanding warrant. It needs to include realtime AI processing so these offenders can be caught in realtime by the police.
