That one valve was a PRV (pressure regulating valve). Because of the difference in grade the pressure at the bottom end of the pipe would be hundreds of PSI if it was not down-regulated so something more manageable that would not rupture the pipe.

That’s a golden gem that tunnel with the 1940’s addition with original lights and the examination bed from the era,one of the things I miss most living in Devon is exploring with you folk,hopefully come up to Kent soon to see you all
