When viewing my L15 Facade Building, the Wave Defense Damage Bonus is colored Red, implying this bonus in Inactive. What triggers activation of this bonus? Is it Section 31 Rank?

Would have to give the new wave feature an F--------.App constantly crashes during waves and you're lucky if you can hit any hostiles or even see any of the waves between the multiple restarts.
