Fun-fact: Yamaha's FM synthesis chips, like the one used in the Sega Genesis, actually employ phase modulation. This is indistinguishable from real frequency modulation when one sinewave operator is modulating another, but if using other waveforms or more than two operators -- which the chip in the Sega Genesis does -- you get a different assortment of timbres.
