Besides, he doesn't have the courage to give it to her, since there is the fear she would tease him, which she would. If anything Nagatoro is the weird one. Despite liking Senpai she teases him and plays with him, often messing with him, calling him perverted for no reason and genuinely getting mad because other women get involved with him, ironic since they don't see him in the way Nagatoro does. She double means all the time, wanting attention from Senpai but at the same time calling him a pervert. She can't have it both ways.
