Setting Up Custom SharePoint Permission Levels 

In SharePoint, we can use the standard Permission Levels - settings like Owner and Contributor - or we can invent our own. These permission levels are created at the Site Collection level, and in modern SharePoint design each new site is generally assigned to its own collection.
