Don't even compare fraud hawk to Shanks those fights happened before Shanks was even a Yonko . Shanks has only been a Yonko for 6yrs in the story. His immediate crew such as Ben Beckham , Lucky Roo excetra are very strong but that can't be said for his whole fleet which are comprised of very weak pirates. Also if FraudHawk is that strong why would he even have to keep challenging Shanks to those sword duels doesn't that indicate he never won and those duels were actually draws.
