That was the point of making it legal, now that it is under federal control they will always regulate, and the roll out for legal weed in ny was terrible, no labs no testing nothing just a bunch of illegal smoke shops selling fentanyl laced weed
How this illegal drug business was unnoticed? Because the lawmakers only care about raising MTA fares, traffic stops, parking tickets, speed cameras all over, congestion pricing which failed for now.
Think of it like alcohol. You need a license to sell it. Dispensaries like Trulieve and Curaleaf exist out here and don't get raided bc they're legit. Actual dispensaries have nothing to worry about.
The owner can say he was renting it out from a phone call and there's nothing they can do, no one on the streets wants to register, they want to maximize production.

The reason why they talk about the colors the way they do is because it is psychology framing of how they present the information to be way more threatening than it really is
