Did he? He hated how his family(especially father) rejected him due to heroes. He now has opposed society that let that happen. He says about his father's conviction and uses it as an argument on his side. If anything, he is morally worse than Kotaro. The man's goal was to protect his family from a hero's life, but he had to deal with his own problems. Tomura just straight up makes the destruction of problem's root system his goal. I mean, that is a salvation too. If there is no society, there are no society issues. But I think anyone in the right mind understands the problem with that. Even if Kotaro did realize the damage of his actions, he ignored it. When someone tells him he is going too far, the man replies with "Tenko has to learn his lesson". In his own way, Kotaro wanted "peace". Meanwhile, Shigaraki rather stopped caring about any other salvation. Peaceful options might bring results for the time being, but sooner or later, society will evolve/degrade to the point it is now. So, "why even try?" So no, Tomura did not become what he hated.

Gran Torino simply used All Might's power to scale Shigaraki's body strength. Also, how would you even know what the original commentator implied? Both your and my views are pretty much valid.

And the quote "Became what they hated" is quite commonly used when characters turn on the opposite side, not because they grow stronger to their opponent's strength. So since when did being powerful itself is "Being like All Might"? I am not overcomplicating it just because my messages tend to be long. If we use the same logic, Deku became "like AFO", since he now has several quirks. And some random people compared him to AFO's servants just like Gran Torino compared Tomura to All Might.
