I'm very confused by these discussions as in our experience the challenge for people living with dementia and their families is getting a CHC Assessment. CCG's/ICB's try and jump straight to Funded Nursing Care or ineligible outcome without a full CHC Assessment. If they are documenting that people have refused consent, this is likely to be a CCG/ICB tactic to avoid doing assessments, chances are they haven't discussed with family/NOK/POA and are documenting refused consent when people lack capacity.
