The composer for Shining Force 2 is Motoaki Takenouchi, so there's no relation to Kirby. You might get that impression because it's a pretty soothing track, in the vein of the Great Cave Offensive Rest Area from Kirby Super Star. Personally, it reminded me a bit of the Great Fairy themes from Zelda.
