masking>ctrl+w (polygroup), isolate polygroup and mask border. after that grown your selection an here we go.

@@sarmy3d i think he's deforming the mesh with inflate cause is very hi poly in that part

YES HOW!!! I think ( notsure) but u have to make seperate edge loops a different poly group then u Mask By Feature ( and it will mask each seperate polygroup, thus giving you a masked every other edge loop) But how did he create a poly group there in the first place?
