Simple rules of the road being ignored here. Any Captain worth his salt would give way to the vessel to starboard. Crossing another ship's bow at such close quarters is just fucked up seamanship.
Sing Roads was always a nightmare. I turned at Horsbrough Rock one night southbound in 1970 and a huge Soviet dry dock, towed by a big freighter, escorted by numerous tugs, blocked the Main channel. I just squeezed by. I note all the language used here are from that region. Big change since my day, but English should still be the language of collision avoidance.
