That's called a "dutchman", where one or more of the cuts making the notch goes past the intersection line. Can trigger a "barber chair"- a stimulating experience. Also, those cuts do NOT have to be made from one side of the stem, even if the bar is too short to reach through. Easier to control depth of cuts, cutting from both sides.
