He always had the potential to be either. They went round in circles from friends to enemies, and sometimes you would watch and have hope that Lex could be redeemed, and other times you thought it was too late for him. The best iteration of Lex Luthor ever.

He isn’t in the earlier seasons, I’ll say he’s more gray. He becomes the Lex Luthor we know from the comics later down the line
