I would go tie, they would rip eachother apart in the chaos of their own making. (Mario v Swagmaster) They likely wouldn't even fight eachother if they had to because Luigi is a scaredy cat and Chris isn't a violent person more favoring reason, Chris would probably make an empty threat and Luigi would go back to his cell. And Bob is a rapper and big smoke is a bad ass in this universe. I could imagine Bob could try to do some fancy anime moves then fail, Big Smoke would wait for him to finish and pause then smack him upside the head 1 hitting him. But how about Saiko vs. Meggy? It would be Absolute Chaos vs. Absolute Skill.

Swagmaster and Chris are the definition of GTA V cops and guards. They may be dumb, but they don't give up until they're beaten. That's sorta the same with GTA V cops. You shoot a cop dead, they come out in force at star rating 3/5, with choppers equipped with snipers, as well as cop cars and officers. Get the Armored Kuruma and a scuba suit, and you'll have PLENTY of protection, even at 5 stars. The SCUBA suit is your means of escape into the water. It practically replaces the need for a rebreather, and you can remain below the water indefinitely to get rid of the cops, military, etc.
