I think the healing spell works because it overflows and hurts instead of curing it. Phoebe's magic statistic is 99, I think, which is at least double Tsunao's so her healing overflows twice, which heals. It's a glitch. You can prove it by looking at the math the game uses which factors in the user's magic score and the target's HP. Cure from the main character wraps around once and hurts Dark King because his HP is so high; Phoebe's magic is so high that it wraps around twice and cures him "again".
It's actually quite common in many Final Fantasy games that bows aren't held right. Sometimes when party members attack with a bow, they hold it right before the shot is fired, but after the shot, they're holding the string and the wooden part is forward.

Never even heard of it until after I played through the numbered games. Was looking up something randomly and found out about it. Then when I played it, my flat mate saw FF7 at a shop and bought that. So that part worked out good.
@jmf0st3rr Im guessing you are new in this so..no, the first final fantasy was for Nes, the company that made that game called it like that because they did not have any more funds to make more games so that was their final fantasy, it was a new idea at that time and was a great hit that made history
