The Irish is wrong, it isn't Óganaigh Óig which makes no sens in Irish but Óganaigh Óga, but I assume it really means volunteers (which is what IRA members were) and so should really be Óglaigh Óga.
I think you are both incorrect. Ógánaigh is the nominative plural of Ógánach, meaning youth. Here it's in the little used vocative "Oh young Youth". The only error is that the word "a" meaning "Oh) is missing from "A Ógánaigh óig".
